The Open Policy Advisory Fund (OPAF) reacts in a rapid and flexible manner on reform gaps identified by Afghan partner institutions. The project is implemented by GIZ on behalf of the German Ministry of Economic Cooperation and Development (BMZ). The OPAF’s objective is to contribute to improved governance at the central level, by strengthening the Afghan administrative capacities in designing and implementing structural reforms in the field of governance. The project provides advisory services and trainings requested by Afghan government institutions. The Afghan government’s reform priorities as presented in the London conference 2014 constitute the programmatic framework for the Open Policy Advisory Fund (OPAF)
