The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worlds largest humanitarian organization, with 190 member National Societies.  Afghan Red Crescent Society is a member of this Federation. IFRC is currently supporting the Afghan Red Crescent Society (ARCS) to implement PMER.

The ARCS PMER unit is a programme-support unit that aims to build capacity in the programme departments in ARCS. As with all capacity-building departments, it is anticipated that once the capacity has reached a sufficient level the unit will not be needed, i.e. programme departments will take over PMER responsibilities (and the PMER unit will no longer be required). Although it is difficult to say exactly when handover of all PMER responsibilities will take place, an estimate is in line with the ARCS’s current PMER strategic plan, i.e. by mid-2018. 

The IFRC Senior PMER Officer, with support from the IFRC’s PMER Development Delegate, and by extension, the Programme Coordinator, will be responsible for promoting opportunities to strengthen and improve the planning, monitoring, evaluation, and reporting (PMER) systems in the Afghan Red Crescent Society (ARCS) in order to enhance the impact of current and new programmes/services. This includes developing and implementing PMER systems and events within ARCS, building the capacity of the PMER unit in ARCS (in essence, supporting the establishment of a PMER system throughout ARCS), and actively supporting ARCS programme departments to meet the needs of communities in accordance with internationally accepted standards. The Senior PMER Officer will also support the improvement in feedback mechanisms from communities to allow programmes to be reviewed and modified as needed to reflect changes in the environment, current and future needs, and the ARCS’s capacity to meet those needs. This will involve training and working closely with PMER-related staff at regional and branch level as well as at Headquarters. He/she will represent the PMER Department in delegation annual planning and donor reporting and the programme departments in reporting of their programmes and will liaise with external stakeholders, such as the IFRC, with regard to PMER issues. He/she will act as team leader for ARCS PMER officers for effective and efficient implementation of the PMER activities.
