Background to the Program
The establishment of strong state institutions at central and sub-national levels, capable of achieving measurable improvements in the delivery of services for all Afghans, is at the core of the Afghanistan Government’s national development strategy. The Government’s Public Administration Reform (PAR) strategy encompasses a range of reforms needed to achieve this objective, including financial and economic management and civil service reform. A core element of this strategy is to deepen capacity building within the civil service so as to create a modern, well-functioning and accountable administration. Reforms under way include the restructuring of ministries and other government bodies, and introducing changes in the way human resources are mobilized and managed.
Capacity Building for Results (CBR)
Capacity Building for Results Facility (CBR) is a Government led reform and capacity building program, funded through the Afghanistan Reconstruction Trust Fund (ARTF), under the Afghan National Budget.
CBR is managed by the Independent Administrative Reform and Civil Service Commission and Ministry of Finance, and it is supervised by a Steering Committee which is composed of the Minister of Finance and the Chairman of IARCSC.
CBR is an innovative Government-led project that seeks to improve the capacity and performance of line ministries in carrying out their mandates and delivering services to the Afghan people. It aims to reduce the reliance on externally financed staff by increasing capacity in the core civil service. It will do this by creating a specialized and highly qualified group of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained as Transition progresses.
This will be achieved through the implementation of specific capacity and institution building programs, which include systematic monitoring of, and reporting on, results. All line ministries can participate in CBR, while the level of support is based on the ministry’s level of preparedness and results.
The CBRF facility has four inter-related components:
- Technical Assistance Facility for the Preparation and Implementation of Capacity Building Programs: line ministries will lead and be responsible for developing and implementing holistic reform plans, with some targeted TA support.
- Building Human Capacity: line ministries will receive funding to recruit, pay and manage skilled national staff which will be part of the line ministry’s civil service. A feature of CBR will be the creation of a senior civil service cadre, along with the training of several hundred management interns, to become future civil service managers.
- Civil Service Training: custom made public administration management training programs will be developed and offered for civil servants to ensure their have the necessary skills and knowledge to deliver Ministry’s mandate.
- Project Management, Monitoring and Evaluation: CBR program coordination, evaluation and monitoring will be conducted through two Project Support Units based in the Ministry of Finance and IARCSC. World Bank will facilitate and supervise the delivery of the program as the ARTF administrator.
Ministry of Communication & IT
The Ministry of Communications and Information Technology (MCIT) is a specialized governmental body in Communications and IT sector, established with the objectives to develop ICT sector and implement Afghanistan Government policy in these sectors. MCIT aims to make affordable information and communication services available in every district and village of Afghanistan through enabling market economy. A well-developed information and communication technology will help to promote education, business, commerce, private sector development, public service communication, coordination and strengthen good governance system.
The mission of the MCT is to promote and facilitate the growth and development of ICT services in the country in a fair and equitable manner. To facilitate growth of latest technology in the ICT sector through a friendly atmosphere that supports a fruitful public and private participation. Use ICT to extend the reach of public services to all its citizens. Promote introduction of modern technology like optic fiber network, internet services, communication satellite, digital TV, postal system, electronic identity card, and similar other means to promote public and private sector development, education, health, business, national security, e-governance that will help to create an atmosphere that will contribute in the socio economic development of Afghanistan.
