The Government of Afghanistan (GOA) taking cognizance of the increasing demand for the expatriates in the needed skills and professions has allowed the work of foreigners in the country and has introduced the “Work Permit System” (WPS). A Department of Foreign Residents Employment has been created in the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD). Furthermore, an Inter-ministerial Committee has been established to streamline the process and approve employment of the needed foreign residents. Whereas, work permit to 41000, foreign residents from 82 countries were issued by the end of 2008, currently the number of expatriates working are estimated to be in tens of thousands. They are employed in various projects and economic activities including of the private sector.
